In Dallas County, more than 400,000 do not have car insurance even though it is required by law. Solution: Send the report to President Barack Obama.
He will appoint a czar and then provide free coverage for those who opted to spend money other places. If possible, he might even include some health care coverage.
Joe, you are a true visionary. And we could go even further with this. We already bought a lot of people new cars with the cash for clunkers program. Now we are going to give them health insurance and as per your suggestion, auto insurance as well. Next we need to address housing. Anyone who doesn't have a house is entitled to one. Let's start giving away the foreclosures. We can tax the "rich" to pay for it all.

You are correct. But let's get down to reality. How many of the uninsured cars in Dallas do you think are really covered by something other than auto insurance?
You are also correct that it is the duty of Texas to enforce the law. And they do. Proof of insurance is one of two things cops ask for. The other, of course, is a valid driver's license.
Finally, since when did the feds stop interfering in issues that are constituionally granted to the individual states?
